I have very little knowledge regarding what makes for a well built frame. And, I do not understand this:

What is this supposed to mean? Why would anyone buy a frame with file marks on it?

I have a '62 Peugeot PX-10 frameset sitting right behind me. I am looking at it and cannot see a single file mark. Is it junk? In fact, it looks like the entire bike is a bunch of tubes and sockets (lugs) all just pushed into each other and painted over.

Note the little crossbar that connects the chainstays that is fitted just behind the BB shell on the Nagasawa--it has quality molded diamond shaped ends--the PX-10 looks like someone just cut up a little tube and banged it down in there with a mallet.

The Nagasawa dropouts (front and rear) look totally wicked!

And for cryin' out loud, this frameset is currently sitting at $1,450.00.
