I suppose it depends on which issue you'd like some disagreement. This is surely not a "pro" bike, but if it is indeed reynolds 531 thoughout, it's likely a high quality frame.

As for the eyelets... in "those days" many pro-level bikes had eyelets. The idea was that you'd install fenders/mudguards for your winter training rides. this was especially the case with French bicycles. AmitiƩs, Fred Rednor - Arlington, Virginia (USA)
