That looks like an Atom drum brake hub, which came in several varieties for single or tandem use. The one on my Gitane tandem has an oversize (12mm diameter) axle, while the one on my now-stolen city bike had a standard 10mm axle. Ask the seller to measure the axle diameter for you.

My Gitane tandem came with MAFAC cantilevers on the dual-pull lever and the single lever operating the drum brake.
