I have a fork from what I'm told is a '79 Paramount. It has a "J7936" stamped on the steerer. When I look down the inside of the steerer, there is a ledge (i.e. the inside dia increases noticeably) about 80 mm from the threaded top. This prevents the owner from inserting a longer quill stem. I know that most steerer tubes are taper walled but I've never seen one with a ledge. Any ideas on what this Paramount was using for a steerer tube?
