Subject: [CR]Wastyn Track late 30's?

This frame's origin has been in question for some time. Today I took it to Oscar Wastyn's shop. It was suspected to be an Oscar Wastyn's due to the imprint on the inside of the ends that say "osar wastyn". Oscar Wastyn Jr. told me it was not one of theirs because of A) there was no cerial number on the bottom bracket B) the headtube and seat mast lugs were unknown to him, similar but not one's that appeared on Wastyn's frames of the time. Though he never built the bikes himself. He said what most likely was the case was that they repaired a bike and put a new back end on it. He was for sure that the fork was from the late 30's. I have no idea, does anyone recognize it? Im still convinced it might just be a Wastyn and The builders son didn't recognize it as one of their own... I dont know any ideas? Oh and for mention it has an itegrated headet and Chater-lea bb cups and head parts.
