For those interested, I stopped over to check out the bike.

On a cursory level, there is a lot of surface rust or oxidization on most of the components except for the bar and stem. The chain is a roller type and is severely rusted. Wheels are Mavic rims laced to what appear to be Prior hubs... and looked smaller than 700c (rims are oxidized and spokes rusty). The balance of the componentry are steel; with Nervar cranks, plain open-top seat post, Titan-looking stem and unidentified headset and bars (covered by padding/grip). The frameset itself has not-so-great lugwork and the tubing is Durifort.

I was originally interested in the bike but am no longer after looking at it. The seller mentioned someone from New York possibly flying out to examine the bike, and I would caution the bike alone is probably not worth making the trip.
