These are Campy Grand Sport cranks, one of several different cranks to carry that name. This version was stock on the late 70's Raleigh Competition GS, "GS" denoting the Campy Grand Sport gruppo with which the bike was equipped.

As someone else noted, this was probably an upgrade, as the 1976 Raleigh catalog lists the SuperCourse with a Nervar steel cotterless crank with alloy rings (actually a more interesting crank than the GS IMHO).

A number in a diamond was a year in the 70's. Thus the right arm is 1978 and the left 1977, both newer than the bike, so obviously replacements.
