Looks to me like a Barra aluminium frame - especially because those brakes look like Barra cantilievers from the photo (or is that Faliero Masi smiling??). My guess also is second cable is for the rear deraillieur.

There were other frames that looked similar of the period (Mercadier), but the brakes seem to be a hint. And Barra was by far the most prolific of the French aluminum builders.

Barra high-end frames often had shaped tubes and other features, but with a custom cross frame anything would go. If someone gets better images, myself or Jan Heine could provide more feedback.

During this period I know that some pro riders did use Bara frames - and not always with the best results I believe. But they are rather cool.
