a 1970 would definately be early for a USA bike, I dont think he had a distributor here until 1972. Even his "touring" bike used Campagnolo SP (or clone) so I am confused that it has large clearances ,but a custom bike could have anything.
   "small" holes are for bolt on brakes with a nut attachment not the later and still used recessed nut (aero?) versions.
         Baron has NOS Mafac brakesets for cheap or Weinmann 610 would also look nice. Remember these were true customs so any equipment could be used and it would be OK.
