I agree with Jerry. This is virtually identical to my "PX-10 in a box" that is still waiting to be built, including the downtube paint. My seller thought my bike is '68 or '69. Looks to be the same size, as well! Mine didn't come with wheels, but your wheels look like they've been re-rimmed with 27 inch clinchers. The tire-crown clearance looks pretty small.

Paul, this is most definitely a PX-10. It could be early 70's except for the downtube decal which indicates late 60's. Pretty much original except for the shift levers, which look like Huret Jubilee. As to Arc-en-Ciel tubular rims, these were original on many PX-10's. The name mean "rainbow", referring to the rainbow jersey of the World Champion.
