My 71 International has two cable stop braze ons at the front of the top tub and one at the rear while my wife's 74 has two at the front and two at the rear. So, it seems that changes were made at differing production times. Yours looks like an International, scraping paint from a head tube lug to see if it's chromed would help to verify that it is.
