I don't know who made these fork crowns, but they seem to have
been common in Italy. Perhaps some makers cleaned tehm up more
than others. Here's my 1969 Atala Gran Prix, which has a
similar seat stay treatment and what might be a less cleaned up
example of that fork crown:
