I had the same need recently when my wheel "ejected" a bolt while driving back from the Trexlertown Velodrome. (Be extra careful when mounting a Phil Wood wheel to a roof rack.)
I found stainless steel allen bolts at a motorcycle dealer and the washers did have to come from Phil Wood. But they weren't that expensive - i.e. five to seven dollars per washer.
By the way, until the washers arrived, I did use ordinary
stainless steel flat washers that I bought at a marine supply
store.
