Definitely KOF! Certainly this frame represents the once-upon-a-time up trend at Serotta in lugged bikes. In fact, those cutaways on the lug exterior edges are pretty artful.... in my opinion.
Re: the stays.. That was the harbinger for the fad in chain stays being bent/curved in the horizontal plane. Probably done before (what hasn't?) but this fad certainly has gotten fully exercised, right up until today, in all materials. Although off-topic (and further discussion, here, therefore discouraged) it would be fun to see a list of all the hyperbolic claims made for the "improvement" in performance due to these added curves in chain stays. From what I have seen, we (as a sport) have had them curved in almost every way possible! Hilarious!
