My guess would be that it is Italian thread and thus "normal" on both the fixed and adjustable cup sides. Are there any markings to suggest threading? Italian is 36x24F; English is 1.370x24tpi. If there are no obvious markings, remove the adjustable cup and see if a known English thread cup fits. If the frame has Italian threading, the English cup won't engage the threads.
