Hello Amir, Happy New Year. Excelto are French they made steel hubs, three piece hubs alloy flanges and chrome steel barrels in small flange just like Airlite's and large flange alloy hubs normally fitted with Simplex quick release mechanisms. They were available from pre-war through to the 60's, the alloys were post war. All the best Mick.
