These levers were available in England in 1939 (and possibly before, although, so far, I've only found them in the 1939 Brown Brothers catalogue). For an illustration of the relevant catalogue page, see

I don't know when manufacture ceased.
I have two pairs of the complete brakeset, and they seem well-made: I'd certainly rather trust my safety to them than to some of the flimsy steel brakes (such as Monitor Climax) which were made at that time.
I wasn't aware that they were connected with CLB/ALP brakes - I don't mean they weren't, just that I didn't know!
