As others have explained, the hanger arm is for attaching a headlamp.

This rack is designed to support the bottom of a French-style handlebar bag. It will attach to the fork crown center bolt and the pivot bolts on Mafac brakes - it doesn't work with any other maker's brakes, to my knowledge.

If you'd like to swap your rack for a similar one without the lamp mount, drop me a note.
