Those little brass washers are for the other end of the spoke, i.e. they go between the spoke head and the hub flange. They allow you to compensate for differences in thickness and/or size between hub flanges and spokes. For example, I use them when using 1.8mm spokes in a hub drilled for 2.0mm or greater, or when using thin steel flange hubs with spokes designed for aluminum flanges. They help keep the spoke elbow in contact with the flange, providing greater support to this high-stress area and reducing the likelihood of failure there.
