After a long period of running the wrong era bottom bracket (C- Record) for my Rossin Pista i have finally picked up the correct one (Record). So I uninstalled the existing setup and began cleaning. As i fingered around in the bottom bracket shell, I felt something odd, something out of place - a 'tubular' protrusion?

So I got down on my hands and knees with a flashlight to investigate.

What I found is what appears to be rod of metal (steel, I would gander) sticking cockeyed from the inside wall of the downtube. I took a photo which can be seen here:

Framebuilders and arm-chair frame-builders alike... what is this 'rod'? Is this a defect, supposed to be there,sloppy craftmanship, or

God forbid, a fix from the past? The paint is not original but the bottom bracket shell has most likely since it still has the "R" for "Rossin" cutout in the bottom.

Your thoughts please.
