My commuter bike is an old Italian steed of unknown provenance (probably late 60s to early 70s -- I suspect Atala or Bottechia) that failed in a similar manner. The person I got it from had similar vague complaints of noises/looseness that eventually were found to have resulted from BB shell failure at the seat tube socket. Unlike your frame, however, his was a failure of the shell not the tube. He was going to toss the frame, but gave it to me instead. When my previous commuter was stolen (well on 20 years ago, now) I pulled the derelict out of my closet, sweated off the old shell and brazed in a new one. It's served me well ever since.
