I have been playing around with updating a Peugeot UO-8 for my wife as a town bike, and it now has Shimano 600 derailleurs from the '80s (pn's RD/FD -6207), the front using a cable housing stop type guide like you describe. I would think that they would be available from the usual online sources, and probably in that big box 'o stuff that most bike shops have in the back of the repair shop for weird old parts. Never hurts to ask.
