[CR]no relief circle in seat tube lug

I checked all my bikes, and just for the record, the builder Yoshi Kono did not use a lug with a relief circle for the binder bolt. All my other bikes feature that though, but the 3Rensho has a good reputation for quality and I know of none of his frames that have cracked at that location.
