The 1948 Constrictor catalogue shows them, with the information "We are pleased to introduce a new line in Conloy hubs". I have sent you a scan of the relevant page. I have no idea who made them, but I would think Hilary can supply that information. They do bear a striking resemblance to the Chater-Lea hubs from the same period I currently have for sale on ebay.
