Chuck It seems to me that the best thing to do would be to return it as close as possible to its original purchased condition.So in this bikes case you don't have to worry about the chrome.Remove the braze-ons that weren't there originally.Talk to a frame builder about the bottle bosses.You may be able to file them down and fill the holes without replacing the tube.I know this doesn't get you that chrome Cinelli you might like,but it will be a faithful restoration.However whatever you decide,it is your bike and your money.Enjoy it Geoff Duke sunny Melbourne Australia
