Phillips(an other brands) clamp-on brakes are available on e-bay from time to time to solve the drilling problem.They are rather clunky. They clamp on to forks and stays,with suitable inner tube strips under the clamps to protect the paint. Art Link,San Antonio,TX

Lou pointed out that one can change forks and use a fork drilled for brakes and not screw up your vintage track bike forks. Seems to me there was also a thread a couple of years ago on how to mount a bit of wood or something on the rear to accommodate a brake that does not screw up the integrity of the vintage frame, also...I'll wager it can be found in the archives.
