Kurt-

The De Rosa frame you have for sale with the seat tube and top tube of 49.5cm brings to mind the lament of Brian Baylis regarding small frames where the head angle is kicked shallow to get a short top tube and maintain a front center dimension to avoid toe clip overlap and use 700c wheels.

As it has no fork, some of this could be addressed as far as handling is concerned.

As Masi did this, De Rosa and others, it leads me to my question of back 20 or even 30 years ago, were the UCI bike dimension regulations written to mandate or encourage a minimum length front center?

Shop talk at the time was they did, but I have not located a copy (in English) to confirm this. In the 70's, all the UCI stuff I saw was in French. Anyone have the hard info?
