Viner bikes are still very popular in northern Italy, and you see quite a bit of the modern ones here in Verona. I found this bit of info about their origins:

"In 1947 Viviano Nerozzi took the first 2 letters of his first name and the first 3 letters of his surname and founded the VINER cycle factory near Florence, Italy. By the 1960 Viner cycles were a respected brand of quality cycles, but sold only in central Italy. Currently Viner bikes are used by professional European teams and riders who demands a great riding bicycle that is still made by hand in Italy." Sorry, can't help you out about the seatpost.
