Howdy folks.

I will throw this out: I think that frameset would look 100% better with pretty much all the brown and all the scaly rust gone after soaking in Evaporust. From what I have seen and read, it doesn't harm anything that would be okay getting wet. I believe CyclArt could also do some work on it where the big areas without paint could be redone without redoing everything...
