Ok, I'll take a try at it. The seatstays are either filled with brass, or have an internal plug. The hole is machined by mounting the frame on a seatpost sized mandrel which gets mounted in I'm guessing, a horizontal milling machine. A drill press or regular milling machine would work too, but it would be easier in a horizontal mill, which some framebuilders use for mitering the tubes.
Of course, since I haven't built any frames yet I could be WAY off, and I probably am.

Notice there is no seam where there might have been a solid "plug" brazed in at the top of the seat stay.. in which to drill and machine the threaded binder bolt seat? Howz-he-do-dat?
