If I recall correctly, in 1994, Waterford had 2 different models (I don't think 853 was available yet) made of steel.
There should be a model number decal on the top-tube ...
The 1100 was a 531 frame; I can't recall what the dropouts and fork crown were, but they were not Henry James.
The 1200 was a 753 frame with stainless Henry James dropouts and Henry James fork crown.
The 2200 (whenever it was introduced), was a lugged 853 frame, also with HJ fittings.
It's hard to tell from the photo, but the crown looks like an HJ, and if the dropouts are HJ as indicated, then this should be an 753 frame.
