I don't recall seeing any when I lived there. The area where I lived, about 50 km southwest of Paris was not fixed-gear friendly terrain.
It was high plateau, cut here and there by VERY steep river valleys. If you stayed on the plateau, fixed gear would be OK, thogh the wind was something to be dealt with. The deep narrow valleys, however would really be a drag on a fixer.
I believe that most of the more populous parts of France are like this, and the rest is mostly serious mountains.
