Elvish were made in Pau in Southern France. They also made bikes that were marketed in the US under the Fontane name. The bike that you found was undoubtedly sold by Ottawa Bikeway in the early 80's (I was quite possibly the one who sold the bike) At the time, Ottawa bikeway brought them in directly from France. There was one particular aerodynamic frame that was specially made for the shop manager that was very nice. Most of the rest were reasonably lightweight high tensile steel frames.
