I just dug through some old E-Mails from my good friend, ex-Classic Rendezvous member and my own personal Paramount expert and found this about the two sets of lugs.

1969 - 1970 - Paramounts still used Reynolds butted steel tubing , and Campagnolo dropouts . But they switched over to the FULL set of Prugnat lugs , bottom bracket shell , and fork crown . THIS is the style you were asking about .

1971 - 1979 - Paramounts still used Reynolds butted steel tubing , and Campagnolo dropouts . But they switched over to a MIX ! They went back to Nervex Professional lugs . They went back to the Nervex Professional fork crown . They stayed with the Prugnat bottom bracket shell .

Raoul usually knows whereof he speaks, but I sure couldn't guarantee this information. Hope it helps those who were wondering.
