I've done some anodizing of bike components; see http://www.nonlintec.com/anodizing/. There are a number of useful links at the end of the page. When you see what's involved, you probably will not want to try it. The greatest problem in anodizing a hub is making sure the acid doesn't attack the steel parts, like bearing races. These must be coated in some way.

In any case, record hubs were not anodized, so there is no need to do this unless having a colored hub appeals to you.
