for what it is worth, they are listed in the stronglight catalogue as separate items:

no 82 crank extractor no 83 wrench for 16mm axle bolt and slotted dust cap no 84 spanner handle (for no 83)

while it is not uncommon for them to be found, or, indeed, originally sold as a package, i do not think hilary is incorrect in describing the item he has for sale as a complete *crank extractor*, which it is - the no 82 crank extractor.
