Why not do just that, get a certified check, but not from the post office, from a bank, then mail it through certified mail. Or else you can do a direct wire transfer bank deposit into the person's account, assuming you are supplied with the proper information such as routing#, etc. Then there are traveller's checks that you can send. For a bank check, I don't know about France, but there can be holding periods where the person can't access the money until the check has cleared, sometimes an inordinantly long period.
