When you report a fraud, the email response from eBay says that they usually respond within 24 hours (at least it used to). That's practically an invitation to scammers to run 24-hours auctions. I suspect eBay just doesn't have the peoplepower to act swiftly enough, reports get stuck in the cue, and the auction's over before or the damage is done before it's pulled. I agree that it's getting to the point that it's soon going to damage eBay as a business.
