With regard to the Sultan's Raleigh Frameset listed on eBay. http://ebay.com/<blah> 0QQitemZ7235775681QQcategoryZ98084QQssPageNameZWDVWQQrdZ1QQcmdZViewItem

I must suggest that this is not a 1960s Raleigh Pro but rather a 1972/73 Raleigh Gran Sport. Bocama lugs, fork crown details, and brake and front derailleur cable housing stops all seem to be a match for the frame shown as a Gran Sport see both 1972 and 1973 Gran Sports at Retro-Raleighs http://www.sheldonbrown.com/retroraleighs/catalogs/Raleigh-Catalog-1973.pdf http://www.sheldonbrown.com/retroraleighs/catalogs/Raleigh-Catalog-1972.pdf

Match to Bocama reference: http://www.classicrendezvous.com/France/Bocama_lugs.htm The 1972 is same as the 1973 but without chrome on the rear stays. Also on the last page of the 1972 catalog, the Gran Sport's specifications call-out Bocama lugs. 27.0 seatpost is typical of straight gauge 531 used on this model.
