Looks very original although I am not sure about the bar and stem. My 1959 or '58 had Ambrosio. Early '60's seems right. Probably the oversize Libiella forks and stays. Probably the original block chain (Regina or Caimi?). I'm sure the current messenger types will pass because the fork is drilled (like all these were) and thus it can't be a real track bike and it would mark you as a poseur. The 27/7 gear might gain you stature though (gadzooks, what would be the actual use of such a gear on the track except behind a motor).
