I think you missed the point, any frame with such an extensive modification and or repair history should get the same treatment if it is not disclosed. Even ignorance is not a great defense, if one is ignorant that such things are meaningful then disclosing them upfront would be of no concern.
I am sure many have in hand or seen bikes that have led a hard life and are still providers of much service and pleasures to own. Almost any bike with such an epic past will will be worth less than one not subject to such trauma.
I have purchased a few bikes with "issues", most were disclosed or I could tell what was probably going on even if the owner did not, it the ones that were not as described that are the sore points. For the defects that are known about one makes a judgment on the problem(s) in the overall context of its utility, when things are denied or hidden on purpose, that's the problem any buyer of an old bike faces.
There are other things this Masi brings up, a bike that has had braze ons added has modifications that may have been done well or poorly, Stripping and replating of chrome have been discussed here before and should not be taken lightly, Things can go well or not, one makes the best judgement one can, just good information helps make a good decision.
