Yes, I saw a extremely nice original condition Tipo Roma at American Cyclery in San Francisco years ago and it didn't have the down tube LEGNANO. I think that one was very early 1970s? Incidentally, I've only seen the LEGNANO spray painted on using a stencil on these bikes. All the rest decals but the down tube painted on (very thick paint). I have had two Gran Primios from the very early sixties that had the same spray paint though a stencil downtube logos too.

Maybe by the 70s the spray painted logo was considered too cheesy looking and was left off for that reason?

Spence Wolfe ordered Cinellis without their downtube decal too! Anyone know why???
