I remember drooling over a DeRosa featured in Bicycling! magazine, circa 1974 or so. That one was white with red in-fill on the heart-shaped lug cutouts, if memory serves me right. Made quite an impression on me in early adolescence, and maybe someday I'll find one and have the bread to snap it up.
As far as British bikes and filled lug windows - my '82 Mercian Colorado has them, but that particular bike always looked and rode and felt to me like an English interpretation of an Italian bike.
