I sprayed one about 10 years ago. It was/is owned by a school teacher who bought it in MI in the '70s. She claimed to have used it for commuting and loaded touring in AK and the lower 48, she loved it dearly.

At first glance it looked like a re-sprayed Raleigh fastback Pro, on inspection the lug-work was excellent as was overall attention to detail. Though way too small for me this frame is on the very short list of "frames I wish customers had forgotten about and abandoned".

I did some hunting at the time and found no information on the builder, have seen a few frames and bikes on eBay since.
