This probably won't be much help but I've seen numerous sets of Cinelli cit y bars- in steel and brazed intergral with the stem- on the streets of Italy. So they're out there at least in that form. There's a bike with a set in the window of a bike shop on the Piazza Santa Maria in Lucca I took a photo of I can send.
As for the Al alloy type, I've never seen those in the "flesh". I think they're all cool, city bikes are cool.
