"lug" dropouts are harder to manipulate into different angles than the process of grinding and shaping the tangs on forged dropouts. Also, to my eyes anyway, one of the areas where a framebuilder can play with visual fine points is in the joining of stays and blades to dropouts--if you've ever looked at how Bruce Gordon or Rene Herse have executed the "hollow" look or how Richard Sachs does the "Italian" type finish you will understand the appeal of this.
