The inner dust cap can be removed during overhaul to allow thorough cleaning of the inboard bearing, and can be reinstalled without need for replacement. There is no need for heating or cooling. The whole heat/cool thing applies to the actual pressed-in races, but even those can be replaced at room temperature. In any case, if there is some reason that you need to replace the dustcaps, such as corrosion, or damage during removal, it is possible to run into problems. I have seen cases where the "correct" duct cap simply doesn't fit into the opening on the pedal body. I don't know if I had a bad batch of caps, or what, but I had some that were genuine Campy that just didn't fit. In general, Campy's reputation for interchangability and backward compatibility is a little over-hyped. A lot of parts that were never explicitly redesigned (no new part #) just don't work in all application. In fact, some of the offenses appear to be just pre-Eli Whitney in nature.
If you want to get dust caps out of Campy pedals (or hubs) I suggest using the Suntour tool intended for cartridge bearing removal. I have used this tool to remove not only hub and pedal dustcaps, but hub races, and with some modification of the tool, pedal races. It works very well for driving caps straight out without distortion, as opposed to prying them out with a screwdriver,which can dent (at the fulcrum point) or bend the cap.
