I used to have an old Italian city ("Velital" -- we called it "Velveeta") with a narrow, brazed steel flat bar/stem. It was quite narrow, narrower than any drop bar I've seen but very nice for maneuvering between cars. The brake levers were brazed onto the bars as well.
I wish I still had it. I gave it to my son to use in college, where it was stolen. :-(
