Another fix (sorry if this has been mentioned already) is to shorten the head tube. That's a tricky job best left to a framebuilder or very-well-equipped mechanic. Removing just the flanges of the two lugs should be enough, though some might find Nervex Pro lugs without flanges to missing some of their mojo (oh no!)
Some will tell you that cutting any off the bottom will change the frame geometry. True, but way too small an amount to worry about, and who's to say you won't be improving it? I haven't heard anyone seriously opine that the International was the perfect bike.
