Ted Baer's onto it. It is for older style dropout tensioning where the inner face of the dropout is slotted to accept these widgets. I don't have a pic of the style of drop out or track end I am thinking of .... a visual would help explain it instantly. Seen on most 20's and early 30's bikes down here.
